Finance/Benefits Department


The Finance Department provides budget information, payroll, accounting, accounts payable, receiving, and purchasing for the district.

The Finance Department is combined with the Personnel Department to provide an more efficient operation with regard to personnel, payroll, and benefits.

The goal of the Finance Department is to provide support to the campuses to allow them to focus on improving student performance and achievement.
House Bill 914 Disclosure

House Bill 914 Compliance

The 79th Texas Legislature passed House Bill 914, which establishes new conflict-of-interest disclosure requirements for local government officers. That bill was recently codified in the Texas Local Government Code and goes into effect on January 1, 2006. The new law requires school board members and superintendents to file conflicts disclosure statements revealing certain relationships they may have with vendors doing business or seeking to do business with their school districts. It also mandates that trustees and superintendents report certain gifts received from current vendors and those seeking to become vendors.
 
The Texas Ethics Commission promotes public confidence in electoral and governmental processes by enforcing, administering, and training state officers and employees on applicable laws governing standards of conduct, personal financial disclosure, lobby registration and activities, political contributions and expenditures, and political advertising. In relation to HB 914 vendors are responsible for submitting Conflicts of Interest Questionnaire’s and Conflicts Disclosure Statements as stated in Chapter 176 of the Local Government Code. The law requires Conflict of Interest Statements and Conflict of Questionnaire forms be filed with the records management officer with date and time received.

The Kingsville Independent School District in an attempt to monitor our internal controls in the prevention of fraud, the Procurement Department and the Business Office is implementing a disclosure statement and questionnaire from all vendors doing business with Kingsville I.S.D.. This questionnaire must be completed by the vendor on an annual basis.

Approved vendors must adhere to the procurement laws and ethical standards set by” the Texas Ethics Commission under Chapter 176.001, 176.002, 176.003, 176.004, 176.005, 176.006, 176.007, 176.008, 176.009 and 176.010 of the Local Government Code.
