KISD Board Meeting Update (July 21, 2026)
The Kingsville ISD Board of Trustees met July 21, 2026, and heard updates from the district regarding roofing needs, budget updates, and a request for Kleberg County to utilize Perez Elementary School as a temporary courthouse pending an award from the state to restore the Kleberg County Courthouse.
Kleberg County has applied for a $10 million grant to restore the courthouse, which was built in 1913, from the Texas Historical Commission. A group of county officials is traveling to Austin Monday to present the request with an answer expected by July 31. Part of the approval process, explained by County Judge Rudy Madrid, is a contingency plan to relocate the courthouse operations, which is why the county would like to utilize the now-closed Perez Elementary School. The county would cover all maintenance and other expenses. The restoration could take up to three years if approved. Madrid asked for a conditional approval for use, pending official ratification by the board at a later meeting.
The Garland Company presented a roof inspection report to the board that included a timeline of repairs/replacements needed. Gillett Middle School is in most need of a new roof. Repairs could be made in phases to that roof. The roof at Alice G.K. Kleberg Elementary School still has life in it, representatives said, and the roof of the main building of HMK Early College High School is in good shape as well.
Finance continues to work on the next fiscal year budget, and CFO Dr. Peter Pitts reported he is not expecting increase in costs for Property and Casualty Insurance, and the district could also see savings in health insurance costs as well.
Tien Duong, a junior at HMK Early College High School, was recognized by Superintendent Dr. Luz Martinez and Board President Joseph Ruiz for his track achievements. Duong is competing in the AAU Junior Olympics from Aug. 3-8 in Des Moines, Iowa. His parents are Tony Ha and Trinh Nguyen.
The Board took action on the following items:
The Optional Flexible School Day Program.
Hiring a school psychologist to reduce contract costs.
Outside audit with Raul Hernandez & Company, P.C.
Refinance of bond debt if a lower interest rate arises in the next six months.
